Phase noise from transient: PN function

I wanted to follow up on an old post (now locked) and have two questions:

• is the PN function equivalent to what described in the document "Jee Measurement Using PSS/Pnoise and Transient Noise Analysis: RAK" (p.33):

• in the transient simulation options do we need to enable the Multiple Runs option to estimate the jitter?
